Casdell Singleton serves as Chief Executive Officer of Palmetto Community Action Partnership, bringing more than 40 years of leadership experience in banking, financial services, and community development. A native of Charleston, South Carolina, Mr. Singleton built a distinguished career in banking before retiring in 2019 after 16 years with Synovus Bank in Charleston. Throughout his career, he has been recognized for his integrity, financial expertise, and commitment to helping individuals and communities access the resources needed for long-term stability and success.

In 2020, Mr. Singleton was appointed CEO of Palmetto CAP, where he had previously served on the Board of Directors. Under his leadership, the organization continues to advance its mission of promoting economic independence for underserved residents across Berkeley, Charleston, and Dorchester counties. Through programs focused on energy assistance, emergency support, weatherization, affordable housing, education, employment, asset-building, and financial literacy, Mr. Singleton has helped strengthen Palmetto CAP’s impact across the region.

A dedicated servant leader, Mr. Singleton remains actively involved in civic, faith-based, and community organizations. He serves in leadership at Joshua Baptist Church, is a proud member of Kappa Alpha Psi Fraternity, Inc., serves as President of the Board of the CLIMB Fund, and holds leadership and membership roles with several regional and alumni organizations. His work reflects a lifelong commitment to service, leadership, and empowering families throughout the Lowcountry.

General Emergency Assistance Program

Palmetto CAP’s General Emergency Assistance Program (or GEAP) provides financial assistance to households who have encountered an unexpected financial hardship including rental assistance to avoid eviction. Assistance is provided once every 24 months.
