Arnold Collins was born in 1947 to Mary Davis and Hezekiah Collins. Raised by his grandparents, Joseph and Marcella Ellen Davis, in the close-knit Accabee community of North Charleston, SC, Arnold was instilled with enduring values of integrity, dedication, and community service.

Arnold’s educational journey began at Mary Ford Elementary School and culminated in his graduation from Bond-Wilson High School in 1965. His pursuit of excellence continued at North Carolina A&T State University, where he earned a Bachelor of Science in Business Administration in 1969. Armed with his degree, Arnold embarked on a promising career at Chemical Bank in the vibrant Wall Street district of New York City.

In 1971, driven by a desire to serve his home community, Arnold returned to Charleston and joined Citizens and Southern National Bank of SC (C&S). His exceptional skills and unwavering commitment led him to break barriers in 1977, becoming the first African American Vice President of a major bank in South Carolina. This milestone was not just a personal achievement but a beacon of progress and possibility for others.

After 13 successful years with C&S, Arnold embraced entrepreneurship, bringing his vision and leadership to the private sector. In March 1989, his journey of service took a transformative turn as he assumed the role of Executive Director of the Charleston County Human Services Commission. Under his visionary leadership, the agency flourished, expanding its reach in 2014 to Berkeley and Dorchester Counties and rebranding as Palmetto Community Action Partnership.

Arnold’s tenure at Palmetto CAP was marked by remarkable growth and innovation. He spearheaded the development of a low-income affordable housing program, constructing eight homes—two sold and six retained for residual income—providing stability and hope to countless families. Managing a dedicated staff, Arnold ensured that over six thousand clients received critical assistance annually. His commitment to fiscal responsibility resulted in 30 unqualified financial audits from external CPA firms, cementing his legacy of sound governance.

Beyond his professional accomplishments, Arnold’s dedication to community service is unparalleled. He has served as Chairman of the United Negro College Fund in Charleston, SC; a valued member of the Hollywood Town Council; Chairman of the Private Industry Council of the Chamber of Commerce; a board member of Family Services of Charleston; Vice-Chairman of the local Development Corporation for the City of Charleston; and a steadfast member of the St. Paul’s Fire Commission. His 17 years on the Board of Trustees of South Carolina State University, including a term as chairman, reflect his enduring commitment to education and leadership.
